Since 2019, the government and health insurers have been talking about wanting to launch a digital vital card. For the authorities and the institution, this is a crucial step in the “digital shift in healthcare”. In 2021, we mentioned in our columns the arrival of this vital 2.0 card. Ultimately, it took another two years for this project to become a reality.
Indeed, a decree published on December 28, 2022 has just confirm the implementation of e-carte vitale in French territory in 2023. As Health Insurance explained in a July 2022 press release, the idea with this digital vital card is “fluidize the relationship between health professionals and policyholders”.
The advantages of the digital vital card
According to Health Insurance, the digital vital card and its dedicated mobile app offer the same functions as the traditional physical vital card, while offering additional benefits:
- This format will avoid omissions, patients mostly having their smartphone with them (as opposed to the physical card)
- Treatment sheets are safe and reliable gthanks to automatic access to the ADRi entitlement service, thus reducing the risk of errors and invoice rejection

Focus on the Vital Card application
As for the Carte Vitale application, it will assert itself as a digital tool for accessing all Health Insurance features and services. Here users can access the Billing Sesam Vitale, to integrated compulsory health insurance (AMO) teleservices, while pharmacists will be able to consult patients’ pharmaceutical files. it will also be possible delegate the use of your vital card to a family member for a limited period (for grandparents looking after their children, for example).
In addition, this dedicated app will integrate additional data such as the National Health Identity (INS), a unique identity that gathers your INS number (which mostly corresponds to your social security number) and five reference characteristics such as your name. , first name, gender, date and place of birth. Later, the app will also house data from health insurers.
Note that at the time I write these lines, the Vital Card app is not yet available on the Play Store and App Store. The government has yet to reveal an exact release date.
How to use the digital vital card
Now let’s practice. After a consultation, the patient can use his digital vital card as follows:
- Or using the QR Code displayed on the vital card app. The health professional will only have to scan the QR Code to access all the information contained in the app.
- Swipe through an NFC-enabled reader on which the patient will place their smartphone (such as for contactless payment)
However, Health Insurance calls on health professionals to opt for the QR Code option as a priority. In fact, NFC technology is not available on iPhones and some Android smartphones.
Data security and privacy
The transition to a digital format necessarily involves risks regarding the security and confidentiality of your data. At this point, Health Insurance guarantees that “the carte vitale app has the same level of security as the physical card, a level guaranteed by the public authorities”.
In other words, the app will only store essential data such as your last name, first name, gender/sex, status (opening rights, child, etc.) and the mandatory organization to which you belong. In addition, you will need to go through double authentication to use the card (insured’s smartphone + personal secret code).
Deployment began in 2022
The application of the vital card was gradually implemented in 2022 in 8 health insurance funds, namely:
- Alpes Maritimes
- Lower Rhine
- atlantic loire
- puy de dome
- Seine Maritime
Its generalization is scheduled for 2023, without further details for the moment.
