Installation of defibrillators in companies: a public health issue
Among the various types of defibrillator available, the AED (automated external defibrillator) has the particularity of being able to be handled by both health professionals and lay people. In fact, the defibrillator measures the heart rate and, if necessary, sends the defibrillator electrical charge. The user is constantly guided by the device’s voice instructions that indicate the actions to be performed.
A decree that came into force in 2007  allows the general public to use an AED. By making it mandatory to install an automatic external defibrillator – whether semi-automatic or fully automatic – in public buildings, the French government is imposing an act that could save thousands of lives.
One person dies of a heart attack every 11 minutes in France, according to data from the French Society of Nurse Anesthetists. , or between 45,000 and 50,000 deaths each year. However, a study by the University of Copenhagen  presented convincing results on the subject at the Euroanesthesia congress in 2015 . It reveals that the chances of survival of a heart attack victim increase by more than 80% if defibrillation is performed within 2 to 3 minutes. If defibrillators are made available to the public in companies, many people could be spared sudden death.
Which companies need to be equipped with a defibrillator in 2022?
Only 23% of victims of cardiac arrest benefit from defibrillation and therefore from the entire chain of survival (called – massage – defibrillation). By forcing certain ERPs to install a defibrillator, the French government in particular aims to improve this statistic.
Companies that must install a defibrillator in 2022
The obligation to install a defibrillator came into effect gradually, with Category 1, 2, and 3 ERPs in 2020, then Category 4 ERPs in 2021.
As of January 1, 2022, certain Category 5 ERPs are also affected by the obligation defined by Law No. 2018-527 of June 28, 2018 relating to cardiac defibrillators. These are:
- establishments for children, the elderly and the disabled;
- leisure establishments and centers (sports halls, theatres, meeting rooms, shows or exhibitions, etc.);
- documentation centers and libraries;
- mountain cabins and high altitude hotels/restaurants;
- public or private health establishments and health centers;
- outdoor establishments.
What to do for other companies
Certain types of Category 5 ERPs (schools, communication agencies, etc.) are not affected by the obligation to install an AED in their facilities in 2022. Like everyone else, unworried ERP employees are exposed to the risk of cardiac arrest. The presence of a defibrillator is therefore a way for business leaders to protect their employees. In addition, article L.4121-1 of the Labor Code  indicates that the employer must take all appropriate measures to ensure the safety and protection of the physical health of its employees.

In addition to equipping itself with an AED, the company must ensure regular maintenance of the device. As part of the defibrillator implantation, it is advisable to choose an accessible, visible location that offers the necessary space.
Signage should be posted at each entrance to notify the presence of a defibrillator, and near the defibrillator cabinet to indicate its exact location. For each company it is also necessary to declare its defibrillator in the national Geo’DAE database created for this purpose.
